it is not the monitor driver problem.
I am not sure how old is your monitor or may be it is end of his life.If there is no hardware issue then try the 2nd mention method, i hope it will help.
All most all CRT monitors have 2 types of brightness/contrast controllers,
1. Out side buttons, i mean in front of your monitor , from where you can easily adjust the settings.
2. Internal controller, which are inside the monitor , so if you set full brightness/contrast and you didnt get your required result then you have to give a try by using internal(hidden) buttons inside the monitor, so open casing by a screw driver and then on the main board circuit of monitor you will easily find the moveable/adjustable buttons for these settings. btw most of monitor repair professional do this as a first solution for such kind of screen problems.
