If I have a group of lines and resize them all at one time with a corner grip, is there a setting somewhere that will resize the width proportionally?

You need to select them all and go to Outline Pen Dialog (F12). In there just select "Scale with image" checkbox and click OK.

Now when you stretch your objects the outline width will scale proportionally.
